Our response to NHS England’s proposed changes to the CCG Improvement and Assessment Framework 2016/17

We have responded to NHS England’s proposed changes to the CCG Improvement and Assessment Framework for 2016/17.

Overall we welcome the new framework. With its focus on the triple aim, the ambitions of the Five Year Forward View and outcomes, alongside assurance, it has potential to provide a clearer focus on what matters to local areas.

However, we also highlight that a number of areas need firming up before we can fully support the implementation of the framework. We raise four overarching themes for further consideration: having the right cultures and behaviours in place; the need for caution on the use of overall Ofsted style ratings; clarity on comparators; and the nature of judgement in the process.
